What is PM SVANidhi?

The PM SVANidhi (Pradhan Mantri Street Vendor's AtmaNirbhar Nidhi) is a special micro-credit facility launched by the Ministry of Housing and Urban Affairs (MoHUA). It was introduced to help street vendors—who were severely impacted by pandemic lockdowns—resume their livelihoods. The scheme provides affordable, collateral-free working capital loans directly to vendors selling goods like vegetables, fruits, street food, clothes, and artisan products.

Beyond just providing loans, the portal integrates financial inclusion by heavily incentivizing digital transactions. Vendors who adopt UPI payments are rewarded with monthly cashbacks, and those who repay their loans on time are guaranteed an increased loan limit in their next cycle.

[!] IMPORTANT: Interest Subsidy
One of the biggest benefits of this scheme is the 7% Interest Subsidy. Vendors who pay their EMIs on time will have a 7% interest subsidy credited directly into their bank accounts on a quarterly basis. Furthermore, there is absolutely no penalty for early repayment of the loan.

The Loan Tranche System

The scheme is designed to build the credit profile of micro-entrepreneurs progressively. The loans are disbursed in three specific tranches:

Loan Phase Loan Amount Repayment Tenure Eligibility Criteria
1st Tranche ₹ 10,000 12 Months Must possess a Vendor ID Card, Certificate of Vending, or a valid LoR from the Urban Local Body (ULB).
2nd Tranche ₹ 20,000 18 Months Successfully fully repaid the 1st Tranche loan of ₹10,000.
3rd Tranche ₹ 50,000 36 Months Successfully fully repaid the 2nd Tranche loan of ₹20,000.

Frequently Asked Questions (FAQs)

Do I need to provide any collateral or guarantee to the bank?
🛒
No. The PM SVANidhi loans are completely collateral-free. The government provides a credit guarantee cover to the lending institutions through the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE). You do not need to pledge any assets.
What is a Letter of Recommendation (LoR)?
🛒
An LoR is a document issued by the Urban Local Body (ULB) or Town Vending Committee (TVC). If you are a genuine street vendor but your name was not included in the initial ULB survey, you can apply for an LoR through the portal. Once approved, you become eligible to apply for the loan.
How does the digital cashback system work?
🛒
To encourage digital inclusion, vendors receive cashback for using UPI (like BharatPe, PhonePe, Paytm). You earn ₹50 for the first 50 transactions, an additional ₹25 for the next 50, and another ₹25 for the next 100 transactions in a month. This totals a maximum cashback of ₹100 per month (or ₹1,200 annually).
Can vendors from rural areas apply for this scheme?
🛒
The scheme is primarily targeted at street vendors vending in urban areas. However, vendors from surrounding peri-urban or rural areas who regularly commute to the city/town to vend are also eligible, provided they obtain a Letter of Recommendation (LoR) from the respective ULB.
